Auditor of State issues guidance on tax law as of April 26 1846 covering taxation of lawyers and physicians incomes licenses for tavern keepers stallions and personal property including china ware beehives saddles guns and notes within state and out of state ownership rules for property in transit and non taxable notes notes for land sales and newly added structures and manufactured stock appraisal of ore coal wood and materials used by mills furnaces and foundries interpretation that tax is due on property in possession at assessment time with no debt deductions for personal property but debt deductions allowed for money and credits.
The Auditor of State states assessors may value property from their knowledge if a respondent refuses to be sworn. They must not undervalue property to encourage law violations and may call witnesses under oath. Carriages for pleasure are defined and the instructions are to be shared with township assessors promptly.
In the Ohio State Journal and other papers the Locofocos are attacked for alleged dishonesty over tax law revisions. The piece accuses them of delaying reforms, borrowing to pay interest, expanding state debt, and neglecting duties, contrasting Whigs' earlier tax revisions with the Locos' prolonged inaction and political blame.
The argument questions Britain as a key market for American flour after potential Corn Law repeal. A new State Prison near Plattsville would employ convicts in iron mines and timber work. At Sing Sing the plan began with voluntary, chained labor but evolved into humane treatment. Superintendent Mr. Cook earned trust, reducing restraints as acts of discipline and mutual respect grew. One hundred eighty convicts and four keepers faced few incidents before a guard of 175 inspired loyalty. A disturbance by a few desperate men tested the system, but trust and manhood prevailed. Also recounted is Tom Lightbody's delirium tremens cry and death, blamed on alcohol, ending with a note on the Steamer Oregon being refloated and ready for service in about a month.
