County debating sewer billing fairness and meter reads
At a commissioners meeting in Batavia the water and sewer district reviewed billing methods amid calls for equity. Frustrated resident Fran Molloy urged simpler meter reading and a pool credit, while officials discussed flow meters and outside faucet meters to better measure non sewered uses. County administrator Patrick Dinan said rule reviews would consider changes to rates and fees by July 1, 1988, with EPA requirements guiding improvements. Powell noted 1978 rules have risen costs and suggested shifting more tap-in revenue to new customers.
