A highwayman named Tom Rocket robs a father at pistol point and demands a thick black pocket book with legal papers. The father plots a counter trap at a bridge with Fraser the officer, using guineas and hidden men, but a failed ambush and a night chase leave the money lost and the plan undone.
Mr. Fraser and his Bow Street team are captured during a daring bridge plot led by Som Rocket. The tale reveals a pocket-book note by Tom Rooker and his eventual execution at Nottingham after three prior trials. The narrative ends with the rogue’s doom and a fatal twist of justice.
The speech warns of dangers to the Union from slave policy and Harper's Ferry events. It urges mutual forbearance between North and South, contends slavery politics risk open conflict, and calls for restraint within the Constitution to preserve the Union and national prosperity.
