The Senate wrangles over a bill to establish a permanent pre emption system. Key figures like Clay Crittenden Mangum Wright Buchanan and Benton spar over land policy foreigners voting and administration power with extensive quotations and predicted continuation.
Providence Journal notes Mr Wright's U S Senate view that nothing in the Constitution bars aliens from elections. It cites Illinois as the only state applying this doctrine, linking it to Van Buren's five votes and warning that similar practices could turn the nation into a European province.
The Richmond Enquirer reports Mr. Van Buren has not agreed to recall Mr. Stevenson our minister at St James. He now asks Stevenson to stay in England due to new boundary question developments and the Caroline affair until a successor is appointed and reaches London.
The report states Isaac C. Bates is elected to fill Gov. Davis's Senate vacancy and will serve a six year term from the 83rd day of March, as the remainder of Davis's succession ends. James Holt of Georgia, a Whig, won a large majority to fill the vacancy caused by Mr. Colquitt's resignation in the current Congress. The report notes the bank investigation in Falsborough showing a $40 deposit to redeem a $30,700 circulation. A religious sentiment is also quoted.
The State Bank of Ohio bill outlines a central nine member Board of Control, capital up to 12 million, and branch stock distribution across counties. It creates solvency safeguards, a safety fund, limited discounts, and strict circulation rules with state participation and elections managed by the Legislature. The plan sets phased branch growth, supervisory duties, and a commission structure overseen by Columbus officials.
By the late census the Illinois grain output for 1839 totaled 19 626 904 bushels of corn 3 797 500 bushels of oats 2 302 956 bushels of wheat and 1 566 000 of potatoes. Hog population reached 1 258 184 head. Neat cattle numbered 164 961 sheep 337 157.
Amos Kendall announces in the Globe that his Expositor will be issued soon with enough subscriptions to warrant it. Locofoco editors are urged to circulate the announcement and collect funds. Mr Webster and Mr Clay visited President Van Buren on New Year day. the reception was noted as honorable to all involved.
Purdy McElvain is reappointed as Register of the Land Office at Marion Ohio by and with the advice and consent of the Senate from January 8, 184.
