A couple of Yankee jokers visit a New Jersey style inn on a tale of an old clock. They devise a dare to prove a forefinger can swing with a pendulum for an hour and strike in unison. The owner wagers a hundred dollars. the clock begins its rhythmic chant and the landlord’s frantic pursuit ensues. The scene escalates to medical intervention and public astonishment as the wager spirals beyond control.
A landlord bets fifty dollars on a clock and a barber, a doctor, and a bar keeper react as a nine o clock hour ends with a raid gone awry. The tale reveals a swindling theft of a pocket book containing one hundred seven collars and a rush to pin the crime on sharpers. The piece shifts to a national subscription in Congress’s name to aid Madame Vespucci with a home in the United States.
Madame Vespucci, descendant of Americus Vespucci, petitioned Congress for US citizenship and a small corner of public land. Committees rejected both requests not on personal grounds but because naturalization rules apply generally and no service justifies a land grant. They praised her qualities yet found no precedent for such a donation.
The piece laments the last Ohio Legislature for not continuing the Common School System and urges the people to support general education. It argues education empowers citizens, fosters national strength, and calls for government action to promote youth instruction despite opposition.
