Local 647 UAW-CIO Explains Guaranteed Employment Plan

Harold Braun outlines how the Guaranteed Employment plan operates. Workers must be available for work to receive payments and may register with the State Employment Service. If a laid-off worker finds suitable work elsewhere and is later unemployed again, his guaranteed weeks are frozen during employment, potentially extending protection beyond 52 weeks. The plan sets standards of suitability by a Joint Board of Administration. If a job is suitable under state law but not under the plan, the worker may refuse without losing rights to payments. Employers are incentivized to remove unrealistic disqualifications from state unemployment laws.
