Roosevelt Eight Point Plan for Federal Power Reform
On September 22 aboard the Roosevelt Special en route to San Francisco Governor Franklin D Roosevelt unveiled an eight point policy for a new deal in government conduct of water power and utility regulation. The plan calls for full publicity of securities and earnings plus disclosure of stock ownership and inter company power contracts. It also advocates federal regulation of holding companies by a federal power commission to preserve federal sovereignty over power sources.
