Morgan Guaranty Trust Co the nation s fifth largest bank cut its prime rate to 7 percent from 8 percent effective immediately. The move follows market conditions and monetary policy as seen by the bank and makes it the first major New York bank to reduce its prime rate in weeks.

Lorain County Prosecutor Joseph Grunda formally asked the Ohio Attorney General by letter to appeal a federal court ruling granting John Elmer Woodards a new trial.
