In Washington UPI reports Senate foes pressed a heated argument over the nuclear test ban pact as debate stretched. Senator Barry Goldwater voiced strong opposition predicting political defeat for a treaty he calls harmful to U.S. strength and floated a Cuba force removal reservation. Summit meeting proposed by Gromyko gains UN support

Soviet Foreign Minister Andrei Gromyko urged a 1 nation summit on disarmament in Moscow with top level leaders in the first half of next year. Stevenson called the speech encouraging though noted Gromyko blamed the West for tensions. Moscow also signaled willingness to retain limited nuclear forces until full disarmament and to cooperate on denuclearized zones. The idea of banning space weapons was tentatively supported if US and Russia agree.
