The U S Census Bureau reports Lorain County poverty declined from 14.8 percent in 2014 to 13.5 percent in 2015, the lowest in nearly a decade, while the city of Lorain fell from 25.6 percent to 24.4 percent. Officials call the drop welcome but insufficient.
