Texas wildfire protection plan remains underfunded
The Texas Forest Service proposed a 20.4 million wildfire protection program in 2008 to add 200 firefighters, rapid-response teams, automated weather stations and two training academies. Three years later it is only half funded due to budget constraints, with officials saying it would reduce losses in major fires but could not prevent all catastrophes.
