Humberto struck the Texas Gulf Coast and moved into Louisiana and Mississippi, causing outages for about 118000 customers and flooding in places. One death is blamed on the storm as Ingrid formed in the Atlantic. Gov Perry declared three southeastern counties disaster areas and power was restored to about half the homes by daylight. The storm dropped heavy rain with over 14 inches in East Bay Bayou and 6.5 inches in Galveston and Beaumont, while refineries near Port Arthur paused.
