President Roosevelt’s inquiry board met amid a discouraging atmosphere as armed workers and guards mobilized across New England, the South, and Virginia. Both sides seek victory with no sign of conciliation. Military preparations and potential martial law loomed as new battalions formed and mills were guarded.

Victor Hugo's Publishing Tactics Delayed Manuscripts
Victor Hugo, famed French novelist, had his works paid for in advance but never sent the manuscripts. He arranged for copies to be made and sent at the last moment, leaving publishers with just enough time to print and prepare for the fixed publication date.
