Prisons plan seeks wider programs for inmate reentry

Mohr proposes expanding time-off programs to all inmates for education and job training. The plan also adds transitional control to move inmates to community residences in the final six months. It suggests reducing penalties like license suspensions that hinder reentry and offers sentence reductions for inmates working in low-risk prisons. Mohr says the changes would create a safer, cheaper, less crowded system.
