Police and National Guardsmen patrolled nearly empty streets as rain fell in New Orleans. The hurricane’s approach tests three years of Gulf Coast rebuilding after Katrina. At least 94 dead on its path so far.
Officials warn looters will be jailed and evacuees moved by bus as 1.9 million people flee the coast. New Orleans Mayor Ray Nagin urges urgency, Col. Mike Edmondson says 90 percent have fled, while Gov. Bobby Jindal pleads for remaining residents to evacuate. Louisiana and Mississippi face the mass exodus.
Angelique Robinson and her five children left New Orleans with suitcases while her husband stayed behind, regretting Katrina experiences and fearing to abandon the city. Officials warned residents to evacuate as crowds move toward safer areas.
Roger Klotzbier, escorted by a Louisiana National Guard soldier, was the final passenger on the last bus out of New Orleans after two frantic days of mass evacuations. The 31-year-old veteran only left after his 7-year-old daughter urged him to flee, calling him from Florida to insist he go. He had stayed near downtown and received a police ride to the bus terminal.
Senator John McCain trimmed the Republican National Convention schedule as Hurricane Gustav neared the Gulf Coast. Bush and Cheney canceled speeches. McCain considered streaming his acceptance from the Gulf region. The event aims to nominate McCain with Alaska Governor Sarah Palin as running mate on Wednesday and a prime time acceptance Thursday.
Mayor Bill Grace proposes a comprehensive IT upgrade including a new citywide Web site with parks registrations and trash pickup info via GPS. City Council members and staff back the plan, which would fund raises for three IT staff and hire a new Web developer and a geographic information system specialist.
Early Sunday a fire at a California Drive residence destroyed the home of Michael and Jo Marie Folop when charcoal briquettes left to cool on a back deck ignited the attached wooden structure. Neighbors woke the couple, allowing escape unharmed as firefighters responded.
