NEW ORLEANS AP The government will offer 89 seabottom tracts in the Gulf of Mexico for offshore drilling in the first sale under new royalty rules. Most tracts lie off Mississippi Alabama and Florida including six far offshore. Industry says activity is tepid and calls are sparse as sliding scale royalties range from 16.7 percent up to 65 percent on higher production.
In Bilbao police fired tear gas and rubber bullets to prevent clashes between 1,000 Basque guerrilla supporters and thousands joining the first regional anti-terrorism march. Five youths were arrested for fire bombs as violence erupted amid fear of wider confrontation.
New York Citys two morning papers resumed negotiations with striking pressmen to settle unresolved issues in an 80 day strike. Subcommittees discussed contract language and job guarantees for 1508 pressmen at Times News and New York Post along with a plan to submit Manning to a factfinder.
