Floodwaters recede as Skagit rivers drop after floods
In western Washington the Skagit River remains 2 feet over flood stage while ten other rivers are back in their channels. Eight homes and three cabins were swept away. Concrete saw a record crest of 422 feet, over 14 feet above flood stage. Mount Vernon sandbagging aided defenses. About 3,000 Skagit County residents evacuated. Gov Locke added four counties to emergency declarations as damage assessments begin.
