Court finds FEC makeup unconstitutional in ruling
A federal appeals court ruled the Federal Election Commission composition unconstitutional because two nonvoting congressional officials serve on the panel. It urged severing the two from the statute and suggested the issue could be fixed without disbanding the agency. The NRA suit prompted the decision, which upheld that Congress cannot place agents on an executive body.
