Elyria man Richard Hogan 31 of Foster Avenue settles a federal civil rights lawsuit against the city Elyria Police Department and two patrolmen alleging a 1996 traffic stop violated his rights. The $50,000 payment will be funded by the citys insurer, with deductibles paid on other prior settlements. Hogan was beaten during a slow-speed chase and treated at EMH Regional Medical Center.
In Queenstown Maryland the ailing King Hussein joins ongoing peace talks as Israeli and Palestinian negotiators strive for a West Bank accord. President Clinton cancels a California fundraising trip to return, with Rubin noting ongoing significant gaps. Talks proceed at the Wye River center amid a Beersheba bus stop grenade attack that injured 64.
In 1998 settlements totaling pay outs to accusers of Elyria police officers were made. Richard Hogan received 50000 in October. Kenneth Weese got 140000 in June. Anita Bowen Pamela Henry and Alisha Wilson shared 275000 in May.
