Cain 9-9-9 tax plan would cut rich, raise poor, analysis says

An independent analysis by the Tax Policy Center contends Herman Cain’s 9-9-9 proposal would cut taxes for Americans earning over $200,000 while 84 percent of taxpayers under that threshold would face tax increases. The plan replaces federal taxes with 9 percent personal, corporate, and sales taxes.
