A burst of rain ended a 45 day drought in Washington but record October wind knocked out power to thousands. Spokane saw a 61 mph gust, shutting highways and the airport while central Washington reported outages. Idaho also faced outages as rain relief offered limited drought relief and brush fires burned in eastern Washington.
