Jury convicts Elyria officer on 15 counts

Elyria Patrolman Todd Zack, 29, was found guilty on 15 of 24 charges, including two counts of rape, after a jury deliberated nearly 12 hours over three days. Social Security boost kept to 1.8 percent in 1999

The 44 million Social Security recipients will see a 1.8 percent cost of living raise next year, the lowest in 12 years, adding about $10 monthly to the average check to $780.
