Elyria voters face a three year emergency operating levy of about 17 mills to avert a potential school shutdown. The plan, urged by the school board, reflects projected shortfalls through 1982 with inflation adjustments and restored bus service. Teachers threaten a walkout over salary demands, while officials prepare a levy campaign and set a December 14 special election.
Avon Lake voters rejected a 6.27 mill operating levy by a narrow margin, the first defeat in local school history. Superintendent Robert J Robinson said the levy will return on November 7 with efforts to mobilize preschool voters. Inflation and tax unease cited as factors. turnout was 2,741 of 7,009.

Wellington non teaching employees fear suspension or dismissal for honoring striking Wellington teachers picket lines. Andrew Huchacke of the Ohio Association of Public School Employees says nine classified workers received a letter from Supt. Phillip Slaymaker calling refusal to cross lines insubordination. The staff, secretaries custodians and cleaners, have over a century of combined service and say they fear for personal safety and welfare if they cross. Wellington CAPSE is not on strike but honors the picket lines.
North Ridgeville schools face overcrowding as enrollment rises while student teacher ratios must drop to 25. A split session operates at the high school and students move to Bronson School to meet state limits. A new 2000-seat high school at Schaffer Drive is planned. bond defeated 3 to 1 in June and reappears in November.

A Luxaire Corp. chemical spill caused by a heated 55 gallon drum of Expando foam released cyanide fumes in Elyria. Nine employees were hospitalized three in intensive care and six in fair condition. Names with ages and street addresses are listed among the injured. Authorities noted cyanide gas exposure but details remain sketchy as company officials declined interviews.
George J. Cicero, 48, of Warrensville Heights pleaded guilty to bombings at several Cleveland schools after plea bargaining in Cuyahoga County Common Pleas Court. Judge Eugene Sawicki sentenced him to 11 to 55 years in prison.
