Counter Attack Seen Under Way In Cold War
A major U S counter attack in the cold war appears under way with three developments. The United States accuses the Soviet Union of abusing American citizens and violating international norms. James E Webb says Soviet actions in eastern Germany amount to oppression and breach commitments. A London strategy meeting of top American envoys from behind the iron curtain is set for Oct 24 to 25 to coordinate East Europe policy and counter Soviet propaganda. The United States favors incorporating western Berlin into the West German republic to deter a separate East German state, while Paris shows reluctance. Webb warns the United States will not permit continued obstruction by a single power toward a Democratic peace.
