Elections Director Virgil Brown projected 110000 to 115000 of 273000 registered voters would vote, while Secretary of State Ted Brown warned of violations and potential problems with the new law. Ford Cuts Subcompact Prices Amid Imports War

Ford Motor Co trims sticker prices on 1978 Pinto Mustang II and Mercury Bobcat by up to 9.1 percent as part of a price war sparked by Japanese imports. Major arms pact in sight says Carter at UN

President Carter declared the United States would cut its nuclear arsenal by 50 percent if the Soviets do the same and pledged the U S will not use nuclear weapons except in self defense. He described the goal as within sight and urged ending explosions of nuclear devices. He spoke before the UN General Assembly during a two day visit, with talks planned with Egyptian and Israeli ministers.

In the Senate, Robert Byrd seized amendments and sent them to the floor as Vice President Mondale ruled them out of order, signaling a partisan push to end a 13 day filibuster on the natural gas bill. James Abourezk protested with constant points of order while Metzenbaum and others thwarted proceedings.

Senate leaders Byrd and Baker with Mondale defeated a long filibuster by Metzenbaum and Abourezk after a series of rule changes.
