Avon Lake officials debated how to campaign for a 1.54 mill renewal levy for city operations without using city funds. Council considered asking employee unions to cover advertising costs, but took no action. Levy would appear on the November ballot, costing a $100000 homeowner about 36 dollars per year and raising around 562000 annually.
