Geneva November 30 many delegates view the coming week as the most critical in League of Nations history. Questions decided in committee by a majority vote must be settled in the assembly by unanimous vote, except for new member elections. The council met yesterday over mandates and the economic blockade. a successor to Sir Reginald Tower may not be chosen this session. A proposed international commission on blockades could report measures to be used against aggressors. Japan’s delegation will not propose radical changes and plans to limit meetings to emergencies. it advised a two year cycle with special meetings. Debate on the council’s failure to intervene in the Poland Soviet Russia conflict has been postponed to Friday. A committee on covenant amendments may recommend appointing a commission to study all proposed amendments and report in the next assembly. Some delegates favor giving the committee authority to negotiate with Washington at a favorable moment.
