Judge orders Miami to create safe zones for homeless
A federal judge requires Miami to establish two safe zones where police cannot arrest homeless people for eating, bathing or sleeping in public. The ruling, stemming from a 1988 class action brought by the ACLU, also bars police from seizing homeless belongings and must be implemented within 30 days despite Mayor Suarez planning an appeal.
