The 1999 recall covered about 700,000 Plymouth Voyagers and Dodge Caravans built between March 1993 and March 1995 due to a short circuited airbag initiation wiring. Tim Hurd notes the recall addressed a short circuit, not child deaths, and warns children under 12 should never ride in a seat with an airbag while the back seat is safest.
