Prohibition Will Return Declares Judge Webber
Elyria Chronicle Telegram reports Judge A R Webber replying to T A Conway at the Elyria Lawyers Club. Webber argues prohibition will return despite some voters opposing it, citing lower drunkenness since the 18th Amendment and praising Evangeline Booth for rehabilitating prisoners. He notes arrests fell from about 600 to 150 annually and argues only prohibition can curb liquor crime, while criticizing repeal and government revenue plans.

Plan and penalties spark bank lending debate
The plan imposes penalties on prudent bank management and argues the law lacks reserve accumulation provisions. Critics say it trims risk based expansion, ties to a weak dollar, and would slow long term lending. The Roosevelt era reform proposal drew cold reception from many banks already wary of capital needs and debt burdens.
