Gulf states puzzled over U S reluctance to use force
In the Persian Gulf, Arab officials question U S patience as fear grows that war may not occur to oust Iraq from Kuwait. Kuwaitis and other Gulf leaders debate the Western stance, weighing the risks of delaying action against occupation and the stubborn desire for Iraq to withdraw and for the Al Sabah line to return to power, ideally peaceably.
