Lakewood voters rejected Issue 47 by 39 votes, nixing public financing for the 151 million Shops at West End project and the proposed blight designation. A recount looms as the outcome could influence how suburbs use eminent domain for private development and public revenue. The defeat also ousted Mayor Madeline Cain and council member Tom George, who supported the plan.
