Ohio lawmakers push 31 cent tax plan to balance budget
House leaders propose increasing the top tax to 31 cents on the existing 24 cent rate to win anti tax conservative votes in the 59 member GOP caucus. The plan funds about 90 million in school facilities bonds and pairs with roughly 500 million in cuts and a drain of nearly all of Ohio's 600 million rainy day fund to balance a June 30 budget. Taft and Senate leaders pressed for progress as holdouts warned the plan fails to curb spending.

Lawmakers Wrestling With Budget Bill And Voter Resistance
Ohio legislators debate a budget bill with opposition from Rep Manning who backs two changes to win support. He opposes an anti-pick tax on subsidiaries and a 10 million cut in corrections funding risking a Grafton prison closure. Koziura cites lack of cross party talks while Armbruster says he prioritizes constituents and long term effects. Taft pressures for a zero deficit package despite staff opposition to some measures.
