Elyria Lorain County Clerk Natalie B. Neeson will resign after agreeing to plead guilty next week to two felony counts of complicity to grand theft for covering up public fund shortages. Former book keeper Mary Larkin will plead guilty to 20 counts for taking $16,788.54 over four years.
