Secret vote breaks law at Rural Water board removal
The Rural Lorain County Water Authority faced scrutiny after a 26 member board used secret ballots to vote Wednesday on removing Mark McConnell. An open meetings expert cited Ohio Sunshine Laws and a 2011 attorney general opinion stating secret ballots violate open meeting requirements. McConnell was removed 15 to 11 in secret before the results were tabulated and announced.
