President Carter said he will sign the tax measure approved by Congress, delivering a $4 billion permanent tax cut via larger standard deductions. The plan aims to simplify forms for 75 percent of taxpayers, with most paying less and many low income filers paying none.
A helicopter collapsed onto a wheel gear atop the Pan Am Building near Kennedy Airport, its blades slashing bystanders. Five killed, eight injured as debris rained onto streets and the crowd below. Rescuers described mangled bodies and graphic scenes as ambulances collected the wounded.
