About 35 million Americans on Social Security or welfare will receive an 8 percent boost starting in July. Retiree checks rise by 7.60 to 37 dollars for the typical range, with SSI recipients in half the states possibly missing the boost unless states act. The increase, approved after Congress balked, costs 5.7 billion for the new fiscal year and does not affect payroll taxes.
