Gas ration plan may get a second chance
Senate sources say the measure has a good chance of winning Senate approval and may be the vehicle that chamber selects to meet the president's challenge to write a new plan. The old plan would have given Carter power to order gasoline rationing with coupons based on registered vehicles and past statewide average use, plus hardship provisions and per-vehicle limits.
