Rickover urge Navy to build its own submarines
Adm Hyman Rickover urged Congress to enable the Navy to construct its own submarines to curb cost overruns. He told a House panel that shipbuilders bid low to win contracts and then sue to recoup losses, harming economy and quality. He blamed the two submarine yards for most government claims, boosting profits.
