Packwood plan targets middle class tax breaks in overhaul
Senate Finance Committee chair Packwood advances a sweeping tax plan cutting top rates to 27 percent and boosting standard deductions while ending key breaks. It would bar new tax deferred IRAs for workers with pension plans, restrict medical deductions, curb car and education loan write offs, and repeal preferential capital gains treatment. The proposal, supported by Danforth and Dole but not yet endorsed by Reagan, centers on broad rate cuts and a $2,000 personal exemption, with mixed impact on working poor and couples.
