United Nations report states the Janos Kadar government refused an ILO request for an on the spot investigation into Hungary’s trade union conditions. Hungary’s foreign minister Imre Horvath protested ILO resolutions condemning Hungarian persecution of unions after October events.
In Chicago a father killed his infant son after the child cried, saying he could not stand the crying. Police said the month-old boy died from the brutal act early today. the motive appeared to be the baby's crying.

A Lockbourne Base apartment fire near Columbus killed Maj Bruce O Beirne's three young sons Donald Barry and Bruce. The 9 5 and 4 year olds died from asphyxiation while their mother Nancy Ann O Beirne suffered serious burns. Maj O Beirne housing officer at Lackbourne was uninjured. A cigarette is blamed for the blaze causing about 310000 in damage to the unit and adjacent apartments.
NATO supreme commander General Norstad may seek a minimum of 30 divisions to defend Western Europe but the figure is not fixed. A review considers the impact of tactical atomic weapons and guided missiles and will inform NATO Ministers later this year on required conventional and nuclear forces.
