Auditor findings challenge Blackwell bonuses authority
Democratic AG Marc Dann's opinion, issued after Blackwell left office, says he had no authority to issue the bonuses. Secretary of State Jennifer Brunner requested the audit, highlighting the political significance beyond the minor payout. Blackwell claimed prior approval from the DAS, a claim supported by ex-DAS director Scott Johnson, though most staff discussions were verbal. The Strickland administration found no documentation approving the bonuses.
