Ohio Governor James A. Rhodes urged that state lottery profits be set aside for public schools through a constitutional amendment, not placed in the general revenue fund. He argued voters in 1973 believed profits would fund education, and proposed giving General Assembly power to allocate funds across Ohio's 617 school districts.
