Ohio youth justice shifts toward community-based rehab
Tyrone, serving four years for armed robbery, credits staff encouragement and self-control for his turnaround. A 2004 suit accused Ohio of excessive force and poor education medical and mental health care. since court oversight ended in 2009 the state reduced facilities from seven to three centers and four alternate placements housing under 500 youths. Ohio and similar states move toward local confinement near families. recidivism rates show gradual improvement with about 47 percent of 2011 releases reoffending within three years. Issues at Circleville remain high with use-of-force concerns and class attendance problems cited by inspectors.
