Amherst bond issue upheld in municipal electric plant case
Common Pleas Judge Guy B Findley upheld the validity of an 80000 bond issue to finance a municipal electric plant in Amherst. The suit by George N Vollmer charged the bonds were a tax loan and misissued. Bonds were privately sold to Van Lahar Dall and Ispherding Inc of Cincinnati and partially held by the state teachers retirement fund and Ohio National Bank. The project, with a total cost of 145000, relies on a 65000 federal grant and a local share of 80000. The village now advances a municipal plant after long negotiations with Ohio Public Service Co. and continues to own its distribution system.

Views On Causes Of Delinquency In Lorain County Schools
William Wickens, assistant prose cutor, told superintendents and principals at the Mark-Jey School meeting that the main cause of juvenile delinquency is the desire to get something for nothing. He cited lack of home discipline, radio and motion pictures, and idleness as contributing factors. Wickens noted many youths admit radio or film influence and that few crimes go unsolved in Lorain County. He argued education alone won’t solve crime and urged expanded programs for youths out of school, including evening classes and recreational options, plus job help.
