Pot use penalties repeal urged by marijuana panel

The National Commission on Marijuana and Drug Abuse urged repeal of jail terms and fines for private pot smoking while retaining penalties for cultivation or sale. The 184 page report favors persuasion over prosecution, stops short of legalization, and notes 24 million Americans have tried marijuana with 8.3 million current users. It cites minimal evidence of grave harms but warns adolescent daily use may dampen motivation.

Ohio Pen guards press demands as inmates kept in cells

In Columbus guards at the 138 year old Ohio Penitentiary refused to release inmates until officials meet guard demands. Warden Cardwell and Corrections Chief Bennett Cooper plan talks as 1,900 inmates end a work strike after gains for convicts. Guards seek legal representation, hazard pay, sick leave, and policy talks. London and Chillicothe inmates continue protests.

Ohio Sues Firms Over Mercury Pollution of Lake Erie

Ohio Attorney General William J. Brown filed a 45 million damage suit in Cuyahoga County against Dow Chemical Co Base Wyandotte Corp and Dow Chemical of Canada for mercury pollution of Lake Erie. He seeks permanent discharge prohibitions punitive and compensatory damages 10 million for cleanup 25 million for harm and 250000 in attorney fees. The suit cites unlawful willful and reckless disregard exposing Ohioans wildlife and economy. Brown wants Lake Erie restored to its natural state.

Illinois Victory Lifts Muskie as McCarthy Trails

Senator Muskie captured over 60 percent in Illinois to boost his faltering Democratic campaign. Daley suffered losses as Hanrahan won Cook County state's attorney, and Walker led Daley’s gubernatorial pick. With 75 percent of precincts in, Muskie held 60 convention seats to McGovern's 14 while many delegates remained uncommitted. Wisconsin awaits April 4 as Muskie leads polls with about 63 percent.

ITT Accused of Blocking Chile’s Allende via CIA Ties

Columnist Jack Anderson released 82 pages of confidential ITT documents detailing meetings with CIA White House State Department and Chilean military officials. The files describe plans to mobilize U S industries against Allende and trigger economic collapse in Chile between September and November 1970. ITT denies collusion and the White House says it does not pursue policy with private firms.

Batman in Grafton Sparks Night Council Rescue

Clarence Lockard of 1103 Hickory Street saved a bat perched over Councilman Don Barber during a village meeting in Grafton. The bat swung about for about 15 minutes before Lockard used a broom to swat it down behind a cabinet, ending the incident with 17 people present watching.
