High court refuses state's request on death sentence
The Supreme Court rejected Ohio's bid to review the murder case of Richard Joseph who challenged his death sentence. The case stems from the kidnapping and fatal stabbing of Ryan Young, a high school student who disappeared June 26 1990 with body found July 4 1990. The indictment wording error was corrected at trial and Ohio argues federal courts overstepped authority. A co defendant also participated and received life in prison.

Strickland Eyes $5 Billion Tobacco Securitization Plan
Ohio Governor Ted Strickland proposes taking a $5 billion lump sum from the state's tobacco settlement to fund new schools. The plan relies on securitization of future payments, a strategy already used by California and New York, with potential risks if tobacco revenues decline. Critics question timing for the two year budget cycle while noting past use of settlement funds to cover shortfalls.
