Elyria operates under a mayor council system with elected mayor and council. The mayor oversees safety service and department heads, including police, fire, streets, building, sewers, and engineering, with budgets approved by a six member board of control for contracts over 500 dollars. The civil service commission handles exams and efficiency reports, while planning and zoning boards guide development. City finances are managed by the sinking fund trustees and tax commission, with net indebtedness and interest costs detailed for 1939.
