Federal data show 31 percent of 12 to 17 year olds have used marijuana and 17 percent are current users up from 7 percent in 1972. Among 18 to 25 year olds 68 percent have used, with 40 percent current users and two of three using five or more days monthly. Heavier use shifts toward females and pairs with alcohol in many youths.
Thurman Payne of UAW Local 1250 at Ford Brook Park seeks FBI review of irregularities in the local grievance committee payments. He alleges improper wage handling and a special bank account used to pay absent representatives, prompting Detroit to examine possible federal violations and consider sanctions. Payne notes he had limited control over committee operations.
President Reagan announced a sharp reduction in direct federal lending and loan guarantees totaling 136 billion in the current year and 21 billion in fiscal 1982. Budget Director Stockman says the cuts target excessive growth in federal credit and focus on programs aiding middle income borrowers while urging Congress to approve the measures.
In Cleveland Tremont rises east of downtown with onion domes and a wedding filmed at St Theodosius Russian Orthodox Cathedral for The Deer Hunter. The area hosts Ukrainians Poles Russians Rusins and other groups in a dense one square mile with 16 ethnic churches near the steel mills.
