The Building in Laguna Niguel and Nixon Papers Trade
Brooks alleges GSA violated public trust in a 20 million dollar building trade with Rockwell International that included a Canoga Park rocket plant site and an El Segundo plant. Congress approval was required for many acquisitions but not property exchanges. OMB approved the deal despite a weak mission fit. Congress rejected storage plans for Nixon papers and ownership remains in court.
